The Los Angeles and New York-based venture firm M13 has managed to nab former Techstars LA managing director, Anna Barber, as its newest partner and the head of its internal venture studio, Launchpad. Designed to be a collaborative startup company incubator alongside corporate partners, Launchpad focuses on developing new consumer tech businesses focused on M13’s main investment areas: health, food, transportation, and housing.

Torrance-based CarParts.com , which operates an online marketplace for car parts, said this morning that it has added a new member to its board of directors. The company said that it has added Dr. Lisa Costa, Chief Information Officer at the U.S. Special Operations Command, to the board, to help bolsters its big data, cyber, and tech expertise. The company said Costa oversees a $1.2 billion budget and an IT system including cloud infrastructure, mobility, satellite and terrestrial communications

Los Angeles-based Envoy , which operates a service which makes on-demand electric vehicles available as an amenity at apartments, hotels, and workplaces, has raised $11M in a Series A funding round. The funding was led by Shell Ventures and Building Ventures, and also included DENSO, Goodyear Ventures, GroundBreak Ventures, and the Los Angeles Cleantech Incubator Impact Fund.

Costa Mesa-based Strategic Wireless (Strategic Wireless Infrastructure Funds Management, LLC) said this week that it has acquired two, separate portfolio of cell towers, real estate, and other related assets. Financial terms oft he acquisition were not announced. The company said the acquisition was made through affiliate SWI Funds Tower Holdings, LLC.
