David Titus , a venture capitalist at Windward Ventures , has joined the San Diego Regional Economic Development Corporation as Managing Director, Strategic Initiatives, the nonprofit said yesterday. Titus is a co-founder and Managing Director at Windward Ventures, which he co-founded with Jim Cole. Windward has raised its last fund in 2000. Windward had backed such firms as Nirvanix, Solarflare, and Strix Systems.
