Do you want Flash video, HTML 5 video, or both? Does the site need to throttle potential malicious activity? Platform – are there pre-existing technical platform decisions that must be considered? Video (and Audio) - if you have video, are you hosting it or can we use YouTube, Vimeo? What about reporting and moderation?

It’s central standard was HTML (hyper text markup language) that described how we would show data on computer screens. When web browsers (the programs that can read and interpret HTML) were popularized they were “dumb.” The costs of multi-platform development are too expensive.
