CEO, VP Products and CTO must all be in the physical location. What about offshoring? First, many people confuse outsourcing and offshoring. Offshoring is when you have your own team build it but your own team is located a separate location where wages are significantly cheaper. Here are my personal biases: 1.

On Friday, at the LA CTO Forum , I heard from a couple of CTOs having trouble finding good developers. I’ll leave that for another discussion as the inquiry that I keep getting is more about local talent than offshore talent. If you have other places you use to source developers, please let me know.

Eric Sikola: We've got seven people full time, and all our development is offshore, our CTO is onshore, and we have people doing graphical design locally plus others helping part time. I just really felt market demanded this and it's a productivity tool that could be used by an entire organization or individual.
