They are generally the senior most person responsible for custom software development, database design, database administration, web development, etc.

Thomas and his partner lived off of credit cards, and used crappy data centers and open source software (LAMP). He looks for artists in their craft programmers, graphic designers and UI folks (tends not to do hardware). Companies on the west coast ideally located in Los Angeles or San Francisco.
