Very few people fund individuals. I know you’re not a tech guy and haven’t done anything other than an HTML course you once took, but if you’re inspirational and a leader you’ll find somebody to moonlight for free to get your prototype built. It is also the best thing to send in advance see here.

How are you funding this? What level of funding do you currently have? Do you want Flash video, HTML 5 video, or both? Are there specific metrics needed for future funding rounds or for operations? Tell me about the business. What are the big milestones you have as a business? What about reporting and moderation?

It needs to be funded to be successful. There's a cutoff point once you reach roughly 3 person months of development time. At that point, you can't really just try to find someone to build it on the side, do equity only, etc. The grind is too much and too long if it gets beyond that size. What do you do if you don't know the size?

That means, the Web server has to deal with the same load as with a GET request , it just deletes the content portion (the compelety formatted HTML page) when responding, after counting its size to send the Content-Length response header. But: the script invoked gets completely processed, just the output is trashed.
