I've Googled, gone through my network, posted to Craigslist, and approached universities, and much like your friend I am having a heck of a time finding developers in LA. Of course, a lot of people say the same thing.

We have our own small seed fund, which we trigger to fund that company and hire a team, a CEO and a CTO.
