They are generally the senior most person responsible for custom software development, database design, database administration, web development, etc. Most networking events tend to either focus on specific technologies (PHP,Net, C#, Microsoft, LAMP, MySQL, Open Source, Hadoop, Java, etc.) But not really CTO events.

His picture of all of the different elements you have to deal with infrastructure (network, storage, os, db, etc.), Must design your application differently to live on top of the platform. Interesting term used in a ZD Net article - Platform as a Service (PaaS) Unfortunately, Peter sells the promise and ignores the reality.
