As I earlier suggested, part of the problem is due to the organization of Washington, DC, right down to fiscal years and annual budgets. But the point is that these are the kinds of bills that would greatly benefit folks like you who work in the high-tech industry. and "new media" to connect with audiences. Army, for example.
