Compared cost there vs. second company that raised $500K and used S3 and other platforms. In second venture - compared Salesforce.com vs. S3 - as platform.

The government is a Byzantine, reactive organization plagued by its self-imposed hierarchy. As I earlier suggested, part of the problem is due to the organization of Washington, DC, right down to fiscal years and annual budgets.
