WellCaster , a developer of enterprise wellness apps, has set up its operations in Los Angeles, and hired LA technology veteran Jay Goss as President of the company. The company--which originally started in New York--develops mobile apps specifically aimed at enterprise customers ofering up wellness apps to their employees.

Los Angeles-based Exactly.me , a new, photo-driven messaging startup, has launched an app which looks to connect people who meet people who are "exactly like you"--or at least, who are very like-minded. Goss has previously been involved with such companies as Kumba Health, Wellcaster, RxVantage, Mogreet, and Numedeon, among other firms.

Citron previously founded and sold Mogreet, a developer of mobile marketing software, among other ventures.
