However, in a bid to rejuvenate and re-energize the industry, a new effort-- Swarm --has just launched to bring together local software entrepreneurs, venture capital, and angel investors, in an attempt to bring new life to the region. Others involved in the effort include investor Brant Cooper, and Cooley''s Eric Otterson.

That's the idea behind a new startup, Fundable , headed by serial entrepreneur Wil Schroter , which allows you to use rewards -- product, company schwag, an even equity -- as a tool to get your startup to the next stage. If you start an apparel company, there's no YCombinator, no Sequoia Capital for that.

Earlier this week, Derek Norton , a long time advisor to the media, Internet, and technology industry in Los Angeles, announced a brand new venture capital fund called Watertower Ventures (www.watertowerventures.com). I hate to put us into the pre-seed and seed area, so I am saying literally, first institutional capital.
