When you block by IP address, you may end up blocking an entire internet provider, and thus a lot of realusers and potential customers. Likewise, many bad bots intentionally use User Agent names that correspond to normal web browsers. As such you wont be able to tell from the user agentalone whether its a bot or a real user.
